Risper Kemunto Onguti

is a member of the Kisii County Assembly in Kenya. She uses her position to advocate for the belief that everyone deserves a dignified life and that this may be achieved through legislation, representation, and monitoring.

She appropriates resources to safeguard, promote, and actualize the rights and freedoms of women and girls as a foundation for tackling systemic gendered inequities, oppression, exploitation, and discrimination.

Risper is the Deputy Leader of the majority party in the assembly, a position she has held for the past eight years. Risper has utilized her position to discuss and campaign for women’s concerns, as well as to gain support from women’s organizations such as the National Gender and Equality Commission, the women’s parliamentarians’ caucus, and the women’s caucuses of political parties. Her priority has been to enhance the participation of female leaders at all levels of decision-making in all domains, as well as to foster an environment in which women are encouraged to lead and succeed.

Risper has also served as Vice-Chairperson of the Assembly’s Budget and Appropriations Committee, where she ensured the inclusion of budgets that promote women’s empowerment.

Risper earned a Bachelor of Education Arts in 2012 from Moi University, Eldoret, one of Kenya’s largest public colleges.
