ALN Statements & Resolutions

Resolution on the International Criminal Court (ICC)

The Africa Liberal Network (ALN) warmly congratulates the hard and tireless work carried out by the International Criminal Court, since it’s entry into force in fulfilment of the Rome Statute to investigate and try all cases of severe human rights violations.
It is the first time in the history of the humankind that more than 160 nations across the world agreed to establish a court to fight against the impunity of those blamed of committing crimes of war, aggression and genocide against humanity.
For the voiceless and powerless of Africa, the establishment of the International Criminal Court is a unique opportunity to build a better world for all, in which justice and the rule of law prevail and the perpetrators of human rights violations such as slavery, ethnic cleansing, and other types of horrifying crimes, regardless the social and political status of the violators, are brought to the court.
With International Criminal Court, Africa has been a better place to live.
Therefore, the ALN regrets that the Africa Union Commission neglecting the suffering of millions of African citizens whose relatives have been subject of cruel and brutal deaths, mutilation, forcible displacement, destruction of goods and extreme intolerance, decided to challenge the authority and jurisdiction of ICC in an attempt to ensure impunity for the serving heads of state.
For the ALN, the decision of the African Union Commission to remove the support of the ICC is a denial of the history of liberation of Africa as well as the denial of the dreams of the founding fathers of the Organisation of African Unity in their fight for independence and against all forms of oppression, segregation and exploitation.
The ALN has the conviction that no citizen has the right to kill other citizens.
The ALN urges the AU and the African Union Commission to become the Champions of the fight against impunity in Africa.
Bearing in mind the common heritage of oppression, humiliation, slavery, segregation and exploitation, the ALN, calls for the full and unconditional cooperation of the African Union with the ICC for the well-being of all the people of Africa.

Tenant compte des progrès enregistrés dans la République de Côte d’Ivoire et dans la Province du Cap Occidental en Afrique du Sud;
Prenant note des efforts menés au Kenya, au Burkina Faso, en Tanzanie (Zanzibar);
Prenant en considération les défis dans beaucoup de pays, particulièrement au Sénégal, au Burundi et en République du Soudan;
L’Assemblée Générale du RLA rassemblée à Zanzibar décide:
1)    De nommer le Président de la Cote d’Ivoire, Allassane Dramane Ouattara, et le Gouverneur du Cap Occidental en Afrique du Sud, Mme Helen Zille, mécènes du RLA;
2)    De reconnaitre le rôle joué par le 1er mécène du RLA, Maître Abdoulaye Wade;
3)    D’offrir de l’aide au partis membres avec des formations sur des questions électorales comme des techniques à utiliser dans les campagnes électorales, l’observation des élections et les stratégies pour réduire la fraude et la tricherie;
4)    De suivre et enregistrer tous les cas de violations des droits de l’homme qui sont politiquement motivées, et de les signaler aux organismes compétents sous le Principe de la Responsabilité à Protéger;
5)    De continuer à faire croître le nombre de membres du RLA;
6)    De faciliter le processus d’unité et des alliances entre les partis libéraux venant du même pays;
7)    D’effectuer les changements à la Constitution du RLA;
8)    De disséminer des informations aux partis membres;
9)    De lutter contre l’impunité et tout abus des droits de l’homme;
10)    S’opposer aux changements illégaux aux constitutions nationales afin de prolonger des mandats politiques;
11)    De lutter contre la création d’un tribunal spécial à des fins reposant sur des motivations politiques;
12)    D’encourager une pleine coopération avec la CPI;
13)    De promouvoir le libre-échange qui crée des emplois, qui aide à consolider la paix et qui facilite une économie inclusive;
14)    De faciliter l’aide à la mise en œuvre de programmes et de projets des organisations associées du RLA;

ALN Statements & Resolutions

Resolution on the 10th anniversary of the ALN

This year the African Liberal Network celebrates a decade of its existence.
Gathering in Johannesburg ten years ago, African political leaders decided to establish the ALN in order to bring hope and a new political strategy based on delivery rather than on dreams and empty promises to their fellow citizens.
Inspired by core liberal values and principles such as freedom, tolerance, rule of law, justice, social justice, free market economy and private ownership, the founding members of ALN changed the political landscape in Africa.
Starting with 12 member parties in 2003, the ALN grew to 34 member parties in 10 years and is now the leading network of like-minded political parties in Africa.
The road from Johannesburg to Zanzibar has not been an easy task. With the support of our partners, the Friedrich Naumann Foundation for Freedom, the Westminster Foundation for Democracy and Liberal Democrats, we have made significant progress.
During the last 10 years some African liberal parties went into power at national, provincial and local level. Meanwhile a number of other parties continue to work to take power.
This progress has been surrounded by challenges and setbacks.
It has been reported that in certain countries, opposition political party members are arrested, beaten, tortured and subject to political persecution and exclusion.
Rigging, fraud and other irregularities in the electoral process have prevented ALN members from competing in a political atmosphere in which freeness, fairness and equity are ensured.
Bearing in mind the progress achieved in the Republic of Cote d’Ivoire and in the Western Cape in South Africa;
Noting the efforts being carried out in Kenya, Burkina Faso, Tanzania (Zanzibar);
Taking into account the challenges in many countries, with emphasis on Senegal, Burundi and the Republic of Sudan;
The ALN General Assembly gathered in Zanzibar decides:
1)    To award the President of Cote d’Ivoire Allassane Dramane Ouattara and the Premier of the Western Cape, South Africa, Ms Helen Zille, the title of ALN Patrons;
2)    To acknowledge the role played by the 1st ALN patron, Maître Abdulaye Wade;
3)    To offer assistance to the member parties with training on electoral matters such as election campaigning techniques, election observation and strategies to curb fraud and rigging;
4)    To monitor and record all the cases of politically motivated human rights violations, and report to those competent bodies under the Principle of the Responsibility to Protect;
5)    To continue increasing the ALN membership;
6)    To facilitate the unifying process and alliances of Liberal parties within the same countries;
7)    To proceed with changes to the ALN Constitution;
8)    To disseminate information to the member parties;
9)    To fight against impunity and all abuses of human rights;
10)    To oppose unlawful changes to countries constitutions to extend political mandates;
11)    To fight against the establishment of a special tribunal for motivated purposes;
12)    To encourage full cooperation with ICC;
13)    To promote free trade that creates jobs, consolidates peace, and encourages an inclusive economy;
14)    To facilitate assistance with the implementation of programmes and projects for associate organizations of the ALN;
15)    Consolidate human rights, particularly for minorities.
The ALN has a vision of a prosperous and integrated Africa of flourishing democracies that are at peace with one another, in which every person has the right and opportunity to fulfil their potential and be what they want to be.

1. le refus systématique des autorités électorales d’enrôler les militants de l’opposition ;
2. le refus tout aussi systématique de distribuer un nombre significatif de cartes électorales aux militants de l’opposition déjà enrôlés ;
3. le refus d’accès aux représentants des partis d’opposition et aux Observateurs dans certains centres de vote ;

Guinea: Africa Liberal Network supports Supreme Court action in parliamentary elections

The Africa Liberal Network (ALN) has closely followed the election in Guinea on 28th September 2013. The ALN congratulates the people of Guinea for the calm and serenity that characterised the polls. The massive mobilisation of the Guineans indicates their desire to establish democratic values and good governance in their country, guaranteeing stable and harmonious development.
However, the ALN also notes the serious allegations of electoral fraud that have characterised the parliamentary elections. The alleged electoral fraud and anomalies, highlighted especially by the European Union Election Observation Mission in Guinea, the United Nations and the Observers from the Economic Community of West African States, include :
1. The systematic refusal by the electoral authorities to enrol opposition supporters;
2. The systematic refusal to distribute a significant number of voting cards to opposition supporters already enrolled;
3. Denying access to some polling stations to representatives of opposition parties and observers;
4. The heavy involvement of security forces and government officials in the electoral process, therefore influencing the fairness of the vote.
The ALN welcomes the opposition’s decision to resort to legal means to protest against the irregularities and allegations of fraud. The ALN supports this legal action brought before the Supreme Court.
The ALN urges the Court to make a timeous finding, within the framework of the law, in order to foster stability in the country, enabling the constitution of a parliament that reflects the will of the people expressed on 28th September.
While the Court deliberates, the ALN urges all citizens to remain calm and allow the legal process take its course.

OALY-LEAD notes with serious concern violence on campuses in South Africa as Student Representative Council election season gets underway in the country.
The attack on the leadership of the DA Youth and the DA Student Organisation in Polokwane, a Province in South Africa, shows a total high level of political intolerance and raises a concern about freedom of participation in a democratic South Africa.
We call on all students to respect freedom of choice and association and allow a space for free and fair elections to take place without any form of intimidation.
Young people in Africa should show understanding and maturity in safe-guarding the good principles of democratic processes.

Africa Liberal Network calls for independent audit of Zimbabwe elections

During its meeting held on 8th August 2013 in Gaborone, Botswana, the Africa Liberal Network Executive Committee reflected on the just ended Zimbabwean elections.  In doing so, the Executive Committee was guided by the Network’s principles of promoting freedom, human dignity, democratic governance, rule of law, justice, free and fair elections and peaceful transition.  The Executive Committee appreciated that some within and outside Zimbabwe accepted elections as having been conducted satisfactorily, while others remain serious concerned buy instances of serious injury to fairness.
It is on this note that the Executive Committee calls for an independent audit of the 2013 Zimbabwean Elections with a view to dispel or confirm claims and assertions of;
– A failure to effectively enforce the Global Political Agreement, which required the depoliticisation of the security sector, free media, freedom of association and freedom from intimidation.
– Poor management of special vote, with voting beginning late due to a failure to deliver ballots on time and the number of those who cast their votes being inflated.
– Inadequate time for voter registration is certain areas where some parties are prominent in order to disadvantage them.
– Registration in urban areas was far less efficient than in rural ones.
– Allowing voters without voter slips to vote even when they were not on the voters’ roll.
– There were concerns over accuracy of the voters roll, with allegations that 1 million deceased or absent people were recorded on the roll.
– Various competing political parties and candidates were not given an equal opportunity to participate in the elections due to insufficient access to the voters’ roll.
We call on the South African Development Community (SADC) in Lilongwe, Malawi today to support the proposal to hold an independent audit. The Executive Committee of the Africa Liberal Network is of the view that the results of the audit, whichever way they go, will protect the integrity of the efforts of the people of Zimbabwe and their quest to shape their destiny.
